His Excellency Ambassador Émile Ngoy Kasongo

His Excellency Émile Ngoy Kasongo is the Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of the Congo (DRC) to France and to the Principality of Monaco, following his appointment by presidential decree on August 31, 2023. He succeeded Isabel Machik Tshombe and has been officially in office since November 2023.


A full professor and PhD holder in Economics from the University of Paris-Est Créteil, he was the first Dean of the Faculty of Economics and Management at the University of Kindu. He has held several high-ranking positions: Minister of Higher and University Education, Minister of National Economy, Managing Director of the Multimodal Freight Management Office (OGEFREM) from 2005 to 2011, Director General of the Higher Institute of Commerce (ISC) in Kinshasa, and Secretary General in charge of research at the University of Kinshasa.


Since taking office in Paris, he has modernized the “Maison Congo,” the Embassy’s reception area, in order to improve accessibility and infrastructure for the diaspora. He has also worked for the return of Congolese cultural productions to Europe, facilitating concerts of Congolese artists in France, Belgium, and the United Kingdom.

He has represented the DRC at major international events, including the 16th Conference of African Ambassadors in Paris in January 2025 on African space development, and the 1st World Congress “Handicapacités” at UNESCO House in September 2024, where he advocated for the inclusion of persons with disabilities.

In May 2024, he presented the Embassy’s rehabilitation and reopening efforts, as well as his initiatives in support of the Congolese community in France. He also addressed key diplomatic issues, such as the situation in Eastern Congo and the Franco-Congolese Economic Forum held in Bercy in April 2024.

In May 2025, he supported the creation of the collective “Les Justes du Congo,” aimed at mobilizing the international community against human rights violations in the DRC.
